A resignation email has one job: create an unambiguous written record that you are leaving and when. Everything else, the gratitude, the reason, the handover offer, is there to protect the relationship and the reference you will need later.
Tell your manager face to face or on a call first, then send this immediately afterwards. The conversation is the courtesy; the email is the record. Send it from your work address, put your manager in To and HR on CC, and keep a copy in your personal email before you lose access to the account.
